توجد علاقة مترابطة بين تضرر البيئة والكوارث وبين الفقر لا يمكن حلها الا عن
طريق وضع استراتيجيات دولية انمائية تجمع بين مختلف البرامج سواء أكانت تتضمن
اجراءات قصيرة الاجل أم طويلة الأجل لتحقيق هدف اساسي يتمثل بالتقليل من أثار
الكوارث وتحقيق التنمية المستدامة في جميع الجوانب الاقتصادية والاجتماعية، وتختلف
طبيعة الاستراتيجيات الدولية حسب الكوارث التي تتعرض لها البلدان وتوافر التمويل
والموارد المختلفة سواء أكانت بشرية أم غير بشرية وبحسب قوة المؤسسات في مختلف
البلدان، وقد تتشابه هذه الاستراتيجيات من حيث الهدف او النهج المتبع الا أن الهدف
الاساسي هو الحد من مخاطر الكوارث، وان تعرض المجتمعات والدول الى العديد من
الكوارث بدرجات متفاوتة ومختلفة تتطلب وجود تعاون دولي بين مختلف البلدان
والجمعيات، إذ برز دور المنظمات الدولية لتوطيد هذا التعاون وبذل الجهود المختلفة
لمواجهة الكوارث التي تسببت في وفاة الملايين من الناس في جميع انحاء العالم عن طريق
ايجاد حلول جماعية تشترك فيها جميع الدول ضمن اطر خاصة للتعاون والتضامن
لمواجهة الكوارث وبالتأكيد أن هذا التعاون وتنسيق الجهود لا يمكن ان يتم الا من خلال
عقد المؤتمرات الدولية التي تنظم مجموعة آليات لمواجهة الكوارث وإدارتها عن طريق
تطوير مجموعة من الاطر والاتفاقيات الدولية ووضع خطط تنموية لإدارة الكوارث وتأهيل
المناطق المتضررة في مرحلة ما بعد الكارثة، وهي جهود ضرورية للتقليل من الكوارث
والحد من اضرارها.

There is an interconnected relationship between environmental damage
and disasters and poverty that can only be resolved through the development of
international development strategies that combine various programs, whether they
include short-term or long-term measures to achieve a primary goal of reducing the
effects of disasters and achieving sustainable development in all economic and social
aspects. The nature of international strategies varies according to the disasters that
countries are exposed to, the availability of funding and various resources, whether
human or non-human, and according to the strength of institutions in different
countries. Countries are subject to many disasters of varying degrees and require
international cooperation between different countries and associations, The role of
international organizations has emerged to consolidate this cooperation and make
various efforts to confront the disasters that have caused the death of millions of
people around the world by finding collective solutions involving all countries within
special frameworks of cooperation and solidarity to confront disasters. Certainly,
this cooperation and coordination of efforts cannot be achieved. This is done only
through holding international conferences that organize a set of mechanisms to
confront and manage disasters by developing a set of international frameworks
and agreements and setting development plans for disaster management and
rehabilitation of affected areas in the post-disaster stage, which are necessary
efforts to reduce disasters and limit their damage.
