Abstract
Societal security is at the forefront of the strategic plans and goals of all nations
and peoples, as it means life, survival and stability and under which development
and prosperity can be achieved, and that is why those holding power in the various
contemporary political systems are keen to use everything available to accomplish
this task by all means and ways.
However, the problem that faces this path lies in the extent of the ability to
implement effective security policies taking into account the preservation of public
rights and freedoms, and that problem appears more complicated in the least
developed countries, whose people suffer from the low level of cultural awareness,
weak harmony, fragility and the dominance of sub-loyalties at the expense of
loyalty to the homeland In addition to the weakness of the state institutions and
its security apparatus, and that problem currently facing Iraq, with great security
challenges, decision-makers find themselves between the pressure of the need to
provide security, which calls for the use of manifestations of material strength and
the escalation of criticisms directed against those aspect Tomcat, claiming that it
constituted a flagrant violation of human rights

المستخلص
إن الأمن المجتمعي يتصدر أولويات الخطط والأهداف الاستراتيجية لدى كل الأمم
والشعوب، إذ أنه يعني الحياة والبقاء والاستقرار وفي ظله تتحقق التنمية والازدهار، وعلى
ذلك يحرص القابضون على السلطة في مختلف النظم السياسية المعاصرة على توظيف
كل ما هو متاح لإنجاز تلك المهمة وبكل الوسائل والسبل.
ولكن الإشكالية التي تعترض هذا السبيل تكمن في مدى القدرة على تطبيق سياسات
أمنية ناجعة مع مراعاة المحافظة على الحقوق والحريات العامة، وتبدو تلك الإشكالية أكثر
تعقيداً في الدول الأقل تطوراً والتي تعاني شعوبها من تدني مستوى الوعي الثقافي وضعف
الانسجام وهشاشة وغلبة الولاءات الفرعية على حساب الولاء للوطن إلى جانب ضعف
مؤسسات الدولة وأجهزتها الأمنية، وتلك الإشكالية يواجها العراق حالياً، فمع وجود تحديات
أمنية كبيرة يجد أصحاب القرار أنفسهم بين ضغط الحاجة إلى توفير الأمن وهو ما يستدعي
استعمال مظاهر القوة المادية وتصاعد الانتقادات الموجهة ضد تلك المظاهر بزعم إنها
تشكل انتهاكاً صارخاً لحقوق الإنسان.
